Formation of OCMA
The Managers in the County of Orange were unrepresented employees working for the County as “At-Will” for many years, despite Unions established for all other employees working for the county. The Managers had no protections from layoffs, no annual wage increase, no performance incentives and no employment protections. In 2000, a group of managers decided it was time to change that.
Because of their persistence and tenacity, they were able to establish a new Union for the Managers – Orange County Managers Association (OCMA). OCMA was accepted by the Orange County Board of Supervisors and the CEO’s Office as a Union representing the Managers working for the County of Orange in 2001. To further establish the Association in California, OCMA was Incorporated with the State of California On September 15, 2004. In 2023 OCMA applied with the IRS as a Tax Exempt Organization under Section 501(c)(5) and was granted that exemption effective December 29, 2023.
